
As of mid-2026, there is a serious global shortage of Patriot interceptor missiles, particularly the PAC-3 MSE variant. The problem affects both U.S. inventories and allied nations. Resolving it will take years rather than months.
Demand significantly exceeds current production capacity. Lockheed Martin delivered more than 600 PAC-3 MSE interceptors in 2025. At the same time, demand continues to grow across the United States, Europe, Ukraine, the Middle East and Asia.
In July 2026, the U.S. Army increased the ceiling of its seven-year PAC-3 MSE production contract to $58.62 billion. The contract covers fiscal years 2026–2032, while Lockheed Martin plans to triple production capacity by the end of 2030.
Exact inventory levels are classified. According to CSIS estimates, following the intensive use of air-defence systems in the Middle East, the U.S. Patriot interceptor inventory has fallen below 1,000 missiles. Analysts also emphasise that interception rates are high, but not perfect.
Production cannot be increased within a few months. The main constraints include:
• specialised solid rocket motors,
• advanced radar seekers and guidance systems,
• a limited number of qualified suppliers,
• highly specialised manufacturing processes,
• lengthy testing and certification requirements.
This has direct consequences for civilian protection. Even an extensive air-defence network cannot guarantee the interception of every missile or drone. Nor can it continuously protect every city, critical infrastructure facility and population centre. Debris from intercepted missiles and drones also remains a serious threat.
Insufficient air defence increases the probability of a successful strike. A lack of shelters and protective structures increases the number of casualties when such a strike occurs. The combination of both deficiencies is particularly dangerous.
Investment in air defence should therefore be carried out in parallel with the development of shelters, protected rooms, blast-resistant closures, protective ventilation systems and public warning procedures.
Shelters do not replace air defence. They reduce the consequences when air defence is penetrated, overwhelmed, runs short of interceptors or is unavailable in a particular area.
